Restrictions on the use of Stage 2 business aircraft continues to grow through out the world. The option of installing the QTA Stage 3 Hush Kit is an affordable solution to these increasing restrictions. A brief over view of the current situation follows.


Only aircraft conforming to Stage 3 are permitted irrespective of weight in the following countries.

1. Australia*
2. Austria
3. Belgium
4. Czech Repulic
5. Dubai, UAE
6. Hong Kong 
7. Japan
8. Macau
9. New Zealand
10. Norway
11. Singapore
12. Switzerland**

*Marginal Compliant aircraft banned 24/7
** Night and weekend curfew for Marginal Compliant aircraft.



USA airports are regulated by Federal Law defined in the Airport Noise Capacity Act, ANCA. Airports requiring Stage 3 compliance are limited at this time and include;

· Santa Monica, CA.*
· Naples, FL
· Jackson Hole, WY.

· Lake Tahoe, CA*
(noise limit can only be met by Stage 3 aircraft)

· Long Beach, CA*

*These aircraft have restrictions which were set prior to ANCA and are grandfathered under the provisions of the act. All other airports, by Federal Law are prohibited from applying noise restrictions greater than Stage 3



The FAA Modernization (Reauthorization) Bill passed by the House and Senate in February 2012 provides for the phase out of Stage 1 and Stage 2 aircraft below 75,000 lb MTOW. The Bill requires all aircraft below 75,000 lbs to conform to Stage 3 noise requirements by December 31st, 2015.

Teterboro NJ, Policy implemented to limit operations to Stage 3 only aircraft, this is a voluntary restriction. QTA equipped GII/III aircraft may continue to operate.

  • Currently GII/III aircraft equipped with the QTA Hush Kit may operate at night from the preferred runway.

Van Nuys CA, has applied a city ordinance that introduces a phased implementation of day time noise level limits. The restrictions are a progressive reduction over 7 years from an initial limit of 85dBA, to 83dBA after 2 years, 80dBA after 5yrs down to 77dBA in year 7. It will eliminate Stage 2 GII aircraft in 2012 and GIII aircraft in 2015 . QTA equipped GII/III's meet the 77dBA noise limit and will be able to continue operations.

  • Currently GII/III aircraft equipped with the QTA Hush Kit avoid the “Non Addition” rule and may operate into Van Nuys an unlimited number of times per year, and can therefore be based at Van Nuys.
  • Aircraft with the QTAPLus Hush Kit are approved for night operations.
  • These restrictions are grandfathered rights as the ordinance predates ANCA.



Many airports in the USA apply night time curfews to Stage 2 business jets, examples are.

  • New Haven, CT.
  • Van Nuys, CA.

Aircraft equipped with the QTA Stage 3 Hush Kit may operate for extended times, or 24/7 depending on local ordinance rules.



A key feature of the European regulations had been the 25 year "age rule" applicable to STAGE 2 aircraft only. This regulation was repealed in December 2006 when Directive 2006/93/EC became law. Key to this legislation is Articles 1 and 2

Article 1
2. This Directive shall apply to aeroplanes with a maximum take-off mass of 34000 kg or more or with a certified maximum internal accommodation for the aeroplane type in question consisting of more than nineteen passenger seats, excluding any seats for crew only.

Article 2
1. Member States shall ensure that all civil subsonic jet aeroplanes operating from airports situated in their territory comply with the standards specified in Part II, Chapter 3, Volume 1 of Annex 16 to the Convention on International Civil Aviation, second edition (1988)
.

Europe is moving progressively to apply Chapter 3 to ALL aircraft irrespective of takeoff weight. In addition to Austria, Czech Republic, Belgium, Norway and Switzerland which are Chapter 3 only the following individual airports specify Chapter 3 only.

This list is not necessarily ALL airports, but is representative of Stage 3 requirements in Europe which are becoming ever more restrictive.
Many individual airports ban or restrict the passage of Stage 2 aircraft below the 34,000KG (75,000lb) threshold. Stage 3 compliant aircraft are not so affected. Examples follow;

  1. Heathrow, Gatwick and Stansted, London Stage 2 GII/III banned at night. QTA equipped aircraft meet noise classification for 24/7 operations.
  2. Paris, le Bourget, Orly, Charles De Gaulle, Stage 2 arrivals at night banned. Night departures all aircraft restricted. Charles De Gaulle requires Marginal Compliant aircraft, QTA equipped GII/III may arrive/depart 24/7.
  3. Dusseldorf, Stage 2 aircraft restricted to operate between 07.00 and 18.00. Stage 3 aircraft unrestricted.
  4. Barajas, Madrid, Stage 2 aircraft restricted from operating between 00.00 and 06.00. Stage 3 aircraft below noise category CR 4 permitted. QTA equipped GIII is CR 1.
  5. Liege, Belgium, Stage 2 aircraft banned. QTA equipped GII/III may operate between  06.00 and 22.00.
  6. Charleroi, Belgium. Stage 2 aircraft banned. QTA equipped GII/III may operate between 06.00 and 22.00.
  7. Antwerp, Belgium, Stage 2 aircraft banned. QTA equipped GII/III may operate 24/7.
  8. Brussels, Belgium, Stage 2 aircraft banned. QTA equipped GII/III meets Noise Cat 2 and may operate 24/7.
  9.  Toulouse-Blagnac, Stage 2 aircraft banned, QTA equipped aircraft may operate between 06.00 and 22.00.
  10. Cote d’Azur Nice France, Stage 2 aircraft curfew limited to operations up to 23.15 and after 06.00. QTA equipped GII/III may operate 24/7.
  11. Fiumicino, Rome,  Applied to EU Director to ban Marginal Compliant aircraft movements, time frame not known.
  12. Leipzig, Germany, Stage 2 aircraft curfew limited to operations up to 22.00 and after 06.00. QTA equipped GII/III may operate 24/7.

  21. Frankfurt Germany, Stage 2 aircraft banned. Marginally Compliant aircraft not allowed to operate between 19.00 and 7.00 on weekdays. QTA equipped GII/III may operate 24/7, for operations after 21.00 (24hrs notice required).
  22. Hamburg Germany, Stage 2 aircraft banned, QTA equipped GII/III may operate.
  23. Hanover, Germany, Stage 2 aircraft curfew limited to operations up to 21.00 and after 05.00. QTA equipped GII/III may operate 24/7.

  25. Okecie Warsaw, Poland, Stage 2 aircraft curfew limited to operations up to 22.00 and after 06.00. QTA equipped GII/III may operate 24/7.

  35. Edinburgh, Scotland, Stage 2 aircraft curfew limited to operations up to 22.00 and after 06.00. QTA equipped GII/III may operate 24/7.

This list is not exhaustive but provides a cross sample of the typical restrictions to be found in Europe.



The European Union passed Directive 2002/30/EC in March 2002 which gives airports in a noise sensitive location the right to restrict or ban Marginal Compliant Chapter 3 aircraft. It is the EU's way of phasing out recertified or marginal Stage 3 aircraft. The definition of a Marginal Compliant (MC) aircraft is one that meets Stage 3 noise regulations but the sum of the three measured values is less than 5dB EPNL below the cumulative value of the Stage 3 noise limits. Airports that have instigated this requirement are:

  • Amsterdam Shifol
  • Belfast City
  • Belguim (all)
  • Bologna (Starting end 2012)
  • Fiumicino, Rome (starting end 2012)
  • Stockholm, Bromma
  • Berlin Templehof
  • Paris, CDG
  • Madrid, Baragas
  • Barcelona

      Aircraft equipped with the QTAPLus Hush Kit are permitted to operate at all these destinations


There are numerous airports that use the MC noise limitation to set their night curfew limits. Switzerland has just introduced the MC limits to define their Night Curfew and Weekend noise levels for aircraft operations. Australia has banned all Stage 3 Marginal Compliant aircraft 24/7. QTAPLus equipped GII/III may operate in both countries.



Noise restrictions are in place, or legislation has been enacted to limit the operation of Stage 2 aircraft in many countries, again not an exhaustive list but a representative sample of some significant pending restrictions.

  • Argentina, proposed legislation inline with the Brazilian phase out.
  • Brazil,  Stage 3 only by 2010
  • Chile, Stage 3 only by January 1, 2009
  • China,  Beijing International is stopped accepting Stage 2 aircraft
  • Columbia, Stage 3 only by end 2007.
    • Applies to Bogotá.
    • New A/C registrations must be certified to Stage 3.
  • Dubai,  Chapter 3 March 2011
  • Mexico,  Non addition rule applies to Stage 2 aircraft.
  • Philippines, Stage 3 only by end 2007
    • No further data available
  • South Africa, Stage 3 only by 2010. Does not appear to be active for aircraft already on the ZA register.
